This VIULecture as regards Welfare and Human Rights addresses the theme of Health, which constitutes “a state of complete physical, mental and social well-being, not simply the absence of disease or infirmity”, i.e. a fundamental human right (Ottawa Charter for the Promotion of Health - WHO Geneva 1986).
On the other hand, the Comparative survey of the role of the Third sector in Western Health Systems (Italy, France, Germany, United Kingdom, Finland, Canada and the United States) and the organization of health services in the Veneto region offers, at the same time, a synthesis of how Western countries face and try to solve certain issues that increasingly have to do with the common good.
At the end of the Lecture and the ensuing debate, participants will have knowledge of the main issues affecting western health systems, the debate on the welfare crisis and the so-called “universal health coverage” (UHC), and the public, private, non-profit integrated solutions adopted in this respect.
In this VIULecture, Professor Jill R. Horwitz, will try to respond to the issue of whether free medical care provided to the needy by nonprofit healthcare structures justifies the tax advantages they enjoy in the United States of America and to what extent their action, in collaboration with public or private for-profit structures, can help to solve the demand for health that comes from civil society in Western countries.

Professor Jill R. Horwitz, Founding Faculty Director of the Lowell Milken Center for Philanthropy and Nonprofits, author of several publications in the most prestigious health law journals, has chaired the US Review Committee on "Restatement of the Law. Charitable Nonprofit Organizations" promoted by the American Institute of Law, equivalent to the Italian Code of the Third Sector, work that earned her the ABA Outstanding Award in 2023.
